Drug charges

On Sept. 2, at 12:46 a.m. West Chester Police officers observed Quran Thomas, 25, of West Chester, in the 50 block of West Barnard Street. A bench warrant had been issued by the Chester County District Attorney’s Office for Thomas’s arrest. After a very brief foot chase Thomas was taken into custody. Thomas he was found to be in possession of a small amount of marijuana and drug parapherna­lia. Thomas was processed and transporte­d to Chester County Prison.

Public drunkennes­s

On Sept. 1, at 1:52 p.m., West Chester Police officers responded to the area of New and Nields Streets for a report of an individual with a possible emotional disorder and/or an individual under the influence of an unknown substance. Several officers attempted to speak with Igor Bolte. Bolte, 25, of West Chester abruptly sprinted toward a third police officer and purposely ran into him, injuring the officer. Bolte was taken into custody for aggravated assault and public drunkennes­s. Bolte was remanded to the Chester County Prison in lieu of $5,000 cash bail.

Drug charges

On Sept. 1, at 2:25 a.m., West Chester Police Officers observed a vehicle traveling the wrong way in the 50 block of Linden Street. West Chester Police officers conducted a traffic stop. The operator, Luke Larkowski, 22, of Muncy Valley, PA, was arrested for driving the vehicle while under the influence of alcohol/controlled substance. Larkowski was also found in possession of a small amount of marijuana. Larkowski was arrested, and released on

summons.

Assault

On Thursday, Aug. 30, at 2:15 a.m., West Chester Police responded to the 400 block of Mechanics Alley for a report of a black male chasing a female with a knife. Responding Officers were then alerted that the subject in question ran into 513 S. Matlack St. Officer’s located the actor, Higinio Cruz-Quinones who was taken into custody after positive identifica­tion. Cruz, 35, of West Chester was arrested for four counts of Terroristi­c Threats, Simple Assault, Unlawful Restraint, Burglary, and Possessing an Instrument of a Crime. Cruz is currently being held at Chester County Prison after failing to post $50,000 cash bail.

Indecent exposure

On Aug. 30 at 1:25 a.m., West Chester Police responded to the 200 Block of South High Street for a report of indecent exposure. Police made contact with Charles Lesesne who was identified as the offender. Lesesne, 48, from West Chester, was taken into custody for Indecent Exposure and Open Lewdness. Lesesne was processed and released on summons.

False ID to police

On Aug. 26, at 11:02 p.m., officers made contact with an individual involved in an incident reported earlier in the day. The individual was asked to identify himself but gave a false name and date of birth. The male was later identified as Ryan Flinn, 25 of Narvon. Flinn was found to have two bench warrants out of Chester County and was taken into custody for False Identifica­tion to Law Enforcemen­t. Flinn was processed then transporte­d to Chester County Prison where he was committed for his bench warrants.

Theft

On Aug. 16, at 5:37 p.m., West Chester Police officers were dispatched to 201 S. Matlack St. Apartment C-16 for a reported

theft. The victim reported that Lewis Campbell, 33, of West Chester, had stolen her cell phone. Campbell was arrested for Theft and Receiving Stolen Property.

Failure to disperse

On Sunday, Aug. 26, 2018 at 1:26 a.m., West Chester Police responded to Barnaby’s for a fight on the second floor of the establishm­ent. While officers engaged with the unruly subjects inside, officers were outside keeping the crowd away from the front entrance. Matthew Scott Baxter, 21, from Coatesvill­e, refused police requests to clear the area. Baxter continued to use obscene language towards the officers and continued refusal to clear the area. Baxter was taken into custody for Failure to Disperse and a misdemeano­r charge of Disorderly Conduct.

DUI

On Aug. 21, at 03:30 a.m., an officer observed a single vehicle accident at the intersecti­on of E. Nields St and S. Franklin Street. Officers made contact with the operator Holly Monroe, 19 of Bridgeport. Monroe was arrested for Driving under the Influence. Monroe was released on summons.

Drug charges

On Aug. 20, at 5:11 p.m., West Chester Police were dispatched to Wayne Ave and Hannum Ave for a male walking in and out of traffic. Officers made contact with James Daley, 30, of Philadelph­ia who was found to be under the influence of a controlled substance. Daley was taken into custody. A search incident to arrest revealed that Daley was in possession of drug parapherna­lia. Daley was arrested for Possession of Drug Parapherna­lia and Public Drunkeness and sent to Chester County Prison.

Forgery

On Aug. 14, Seth Cavallari, 48, of West Chester was arrested for forgery, theft and receiving stolen property. The victim alleged that Cavallari removed a checkbook from her residence while he was doing work at her home and wrote several checks to himself and his business totaling over $36,000.
