Developer to host Q&A session
Apartment building and homes for people aged 55 and older proposed for 5000 block of Horseshoe Pike in township

Regal Builders is hosting an informal question and answer session on Tuesday between itself as the developer and area residents about its proposed project to build an age qualified residential community. The meeting will be held on Tuesday from 6-8 p.m. at the Thorndale Fire Hall at 3611 Lincoln Highway in the Thorndale section of Caln Township. Parking is available in the school parking lot. This is not a formal meeting with Caln Township officials; rather it is a chance for residents to ask the developer about the project at 5030 Horseshoe Pike.
Regal has plans to propose constructing a four-story apartment building with parking underneath the building and about 120 single family homes for people aged 55 and older. Additionally, developers are proposing to build commercial uses on the property known as Lloyd Farm on Route 322 (Manor Avenue). Regal Builders, “Wild Meadows,” has purchased this property located behind St. Joe’s Parish from the Archdiocese of Philadelphia.
The developer, known as the applicant, petitioned the Caln Township board of commissioners to make an amendment to the zoning ordinance to allow the development on property owned by Regal. The matter not does involve a request for a variance.
Recently, in December the commissioners held a public hearing to receive input from the developer and the public. However, that meeting was postponed because the residents exceeded the maximum capacity of the township meeting room and it was deemed a fire hazard. That night township officials explained the process of the zoning amendment and the developer stayed after the meeting ended to answer individual questions from residents. Devel-
opers said in an invitation to residents regarding the informal meeting on Tuesday that they were “thrilled with the response” to the township meeting in December and they welcomed residents to attend the informal hearing to learn more about the proposed development.
Township officials said in a statement on the township website that the developer is in the process of amending the proposed ordinance in response to comments received from township staff, the board of commissioners and the Chester County Planning Commission. The developer has not filed a revised ordinance yet. If the developer does, the commissioners may have the Caln Township Planning Commission and the County Chester County Planning Commission review the proposed amendment. After the ordinance is reviewed by both planning commissions, if requested by the commissioners, then the commissioners may choose to schedule a public hearing in the future to consider possible adoption of the ordinance, according to township officials.
