Downingtown man, 33, arrested in rape of child
KENNETT SQUARE » A Downingtown man was arrested and charged with rape of a minor child.
Marco Martinez- Garcia, 33, of Downingtown, was arrested and charged with rape, involuntary deviate sexual intercourse, aggravated indecent assault of a child and related charges, police said.
He was arrested on Nov. 9, 2020 at approximately 2: 09 p. m., according to police. These charges are the result of an investigation conducted by the Kennett Square Police Criminal Investigation Division involving Martinez- Garcia having inappropriate contact with a minor child. Marco Martinez-Garcia was transported to Central Booking at Chester County Prison where he was later arraigned and remanded to the prison after failing to post bail, which was set at $ 1 million cash.

West Chester
Harassment On July 9, 2020, the victim reported to West Chester Police that his ex- wife would not stop calling and texting him. As a result, Theresa Vacca was issued a non- traffic citation for summary Harassment. Vacca requested a hearing, and at the hearing, Vacca was found guilty of the Harassment charge. As a result of the guilty verdict, Vacca was told not to contact her ex- husband. On Oct. 10 2020 and Oct. 25 2020, Vacca again intentionally contacted the victim, police said. As a result of these two contacts, Vacca was charged with stalking. Domestic dispute On Nov. 12, 2020 at 1: 15 a. m., West Chester Police responded to the 200 block W Marshall Street for a domestic dispute. As a result of the incident Keith Foote, 32 from West Chester, was arrested for simple assault and harassment. Foote was processed and transported to Chester County Prison for arraignment. Trespassing On Nov. 9 at approximately 5: 30 a. m., West Chester Police responded to the 100 block of South Worthington Street for a man being at a property that he had been advised not to return to or he would be arrested. On Nov. 12 at approximately 1: 30 a. m., West Chester Police were again dispatched to 100 block of S Worthington St for the same subject, Freddrick Whitlock, being at the residence. As a result of the incident Freddrick Whitlock, 49 from West Chester, was taken into custody for trespassing. Whitlock was processed and transported to Chester County Prison for arraignment.

Endangering children Mario Perez- Ramos, 41, of Lincoln University, was arrested and charged with Endangering Welfare of Children, DUI, and related traffic offenses, following a call for an intoxicated subject attempting to buy alcohol. The incident occurred on Sunday Nov. 8, 2020 at 3: 29 p. m., in the 300 block of Scarlett Road, in New Garden Township. Perez- Ramos arrived to pick up the subject, accompanied by a minor child in his vehicle, and was observed displaying indicators of intoxication. Perez- Ramos was unable to perform field sobriety tests and was taken into custody for suspicion of DUI. He agreed to a chemical test of his breath, resulting in a B. A. C. of .195 percent. He was transported to the Chester County Prison for processing and arraignment. He was committed after failing to post bail. Assault Kathryn E. Hoogerwerff, 37, of Avondale, was arrested and charged with DUI, Recklessly Endangering Another Person, Simple Assault, and related traffic offenses, following a multi motor vehicle accident with entrapment. The incident occurred on Saturday Nov. 7, 2020 at 9: 40 p. m., in the area of Gap Newport Pike and Penn Green Road, in New Garden Township. Upon making contact with Hoogerwerff, police observed indicators suggesting intoxication and field sobriety tests confirmed impairment. She was taken into custody for suspicion of DUI. Hoogerwerff agreed to a chemical test of her breath, resulting in a B. A. C. of .287 percent. She was released pending issuance of a summons.
