Man wanted in connection with road rage incident in West Chester arrested

WEST CHESTER—A Chester County man who has been wanted in connection for a road rage incident late last year has been located and arrested.

On Nov. 12, 2022, at approximat­ely 8:40 p.m., the West Chester Police responded to the area of North Church Street and West Market Street for the report of a road rage incident. The victim reported that the male operator of another vehicle threw an apple from their vehicle into the victim’s vehicle, striking the victim. The male operator then fled. Through an investigat­ion, the male operator was identified as Jarek Rodriguez, 32, from Chester Springs. A warrant was issued for Rodriguez’s arrest and on March 6, 2023, Rodriguez was taken into custody during an unrelated traffic stop. Rodriguez was processed on charges of Propulsion of Missiles, Possessing an Instrument of Crime, Harassment and Disorderly Conduct. Rodriguez was processed and transporte­d to Chester County Prison for arraignmen­t.

Kennett Square Drug charges

On March 15, 2023, a preliminar­y hearing was held for this incident and resulted in a Bench Warrant issued by District Court. On January 15, 2023, at approximat­ely 12:09AM, Officers observed a Hispanic male, later identified as Octavio Duran-Zavala, on the ground at the intersecti­on of W. South Street and Harvey Circle, Kennett Square Borough. Duran-Zavala stated he was intoxicate­d and admitted to consuming alcohol. He spoke with slurred speech, had bloodshot, glassy eyes and had an odor of alcoholic beverage emanating from his person.

Officers were able to get an address from Duran-Zavala and attempted to transport him to his residence, but they were unable to make contact with anyone at the address. Duran-Zavala was transporte­d to the police department, where all of the contents of his pockets were emptied, and he was placed in the holding cell. Officers located and seized a blue cap to a pen that contained a white, powdery substance consistent with controlled substances. Charges were filed with District Court.

Hit and run

On Feb. 2, 2023 at approximat­ely 4:13 p.m., officers were dispatched to the area of South Union Street and East South Street for an accident involving damage. The investigat­ion revealed that a white, female, later identified as Cynthia Ott, had caused damage to another vehicle prior to leaving the scene without providing their informatio­n. The victim indicated they were rearended and the vehicle failed to stop or provide informatio­n, so they followed the vehicle, operated by Ott, for several minutes to the area of Baltimore Pike and Newark Road. A criminal complaint was filed at District Court on March 7, 2023.

West Chester Drug charges

On January 24, 2023 West Chester Borough Police Department Criminal Investigat­ions Division executed a search warrant on a residence in the 50 block of South Church Street in West Chester Borough. As a result, Gabriel Kalbach, 23, was arrested and charged with possession with intent to distribute a Controlled Substance (cocaine). Kalbach posted bail at the Chester County Prison and waived his preliminar­y hearing on March 10 before Judge Liberman of

District Court. Assault

On March 6, 2023, at approximat­ely 3 p.m., West Chester Police responded to a residence located in the 600 block of East Miner Street for the report of a disturbanc­e. Through an investigat­ion, 35, from West Chester, Shukria Hasan, was identified as the aggressive subject in this incident. Hasan was taken into custody for assault, brought back to the police department, processed, and released. Hasan was charged with one count of aggravated assault. reckless endangerme­nt, possessing and instrument of a crime, and harassment. A preliminar­y hearing is pending at District Court.

PFA violation

On March 21 at approximat­ely 5:31 p.m., officers with the West Chester Police Department received a report of a possible Protection from Abuse (PFA) order violation. Following an investigat­ion Jozaier Duglas, 21, of San Antonio, Texas, was found to have an active PFA against him and did violate it by contacting the victim. Duglas was processed at the West Chester Police Department and released on summons. Court action is pending.

Simple assault

On March 11, 2023 at noon, West Chester Police responded to a residence located in the 300 block of East Marshall Street for the report of a domestic incident. Through an investigat­ion, the suspect was identified as Jessy Saavedra, 22, of West Chester. Saavedra was taken into custody, brought back to the police department, processed, and released. Saavedra was charged with one count of Simple Assault and Harassment.

Shooting

On March 23, 2023 at 9:40 pm, The OPD was dispatched to the 200 block Maple Street, Oxford Borough Let for a shooting in which the victim was transporte­d and treated at a local hospital for their injuries. This is an ongoing investigat­ion that appears to be isolated with no threat to the general public.
