Library hours
The mission of the Norfolk Public Library is: “The Norfolk Public Library offers equal opportunity access to information, high quality book and multimedia materials, programs, exhibits, online resources, and technology to meet the needs of our diverse community for life-long learning, cultural enrichment, and intellectual stimulation,” according to its website.
There are two main libraries and nine neighborhood branch libraries. Every location offers public computers with access to the internet and access to Wi-Fi for patrons with their own devices. Almost all libraries are open 10 a.m. to 6 p.m. Monday through Thursday.
However, on Friday, Saturday and Sunday, seven of the libraries are available by Wi-Fi only, meaning the building is closed and patrons have Wi-Fi access outside the buildings and in parking lots. Patrons without mobile devices capable of accessing a Wi-Fi network or with only a cellphone effectively do not have equal opportunity access to the library. Only four libraries are open on Saturday.
The limited evening and weekend hours represent a severe hardship for many Norfolk families. Wi-Fi access is helpful only to those with adequate technology, not merely a cellphone. The negative effects of COVID-19-induced school closings and total reliance on virtual learning is well-documented. To fulfill its mission for all Norfolk families, Norfolk Public Library must return to its pre-COVID-19 hours and services. Norfolk City Council’s budget should reflect their commitment to ensuring the library remains a vital part of the community.
