Group planned to rob teen before Portsmouth killing, records allege

A planned robbery may have led to the death of a 17-year-old in Portsmouth, according to court documents.

Four teenagers were arrested in connection with the shooting death of Jesse Hogg: a 16-year-old boy, a 17-year-old boy, a 13-yearold boy and 18-year-old Analwah Jones. In a news release, police said the shooting occurred Dec. 21 in the 100 block of Sykes Avenue, about a half-mile south of Portsmouth City Park. Hogg, who attended Manor High School, was found dead after police responded to reports of shots fired.

According to court records, Jones and boyfriend Pharondus Clemon II, 17, were riding in a car with two other boys on the way to meet Hogg. Jones told police the boys began talking about robbing Hogg, specifical­ly mentioning a gun he may have had.

Once arriving on Sykes Avenue to meet Hogg, one of the boys grabbed Hogg’s gun, which led to a physical struggle. Hogg reached for his firearm when Clemon fired his own gun at Hogg, court documents say. While Hogg was on the ground, Clemon and another suspect shot him again. Clemon then took Hogg’s gun.

Jones told police she then tried to drive away, but the vehicle would not start. According to police, a witness told the suspects that “he saw everything,” and the suspects ran. Jones told police she wanted to stay to help Hogg, but was afraid. She also said a device other than a key operated the car, which police later determined had been stolen Dec. 17 from Norfolk.

Several guns, including Hogg’s, were recovered from a backyard on Griffin Street.

Clemon was arrested the same day on charges including aggravated murder and robbery. Portsmouth police announced Friday that new charges have been filed against the 17-year-old, including auto grand larceny and making false statements to police.

The 13-year-old boy is charged with aggravated murder, robbery resulting in death, conspiracy to commit robbery, two counts of shooting in the commission of a felony, two counts of using a firearm in commission of a felony and underage possession of a firearm. The 16-year-old, whose arrest was announced Dec. 30, faces charges including aggravated murder and armed robbery.

Jones turned herself in Wednesday, and is charged with aggravated murder, robbery, conspiracy, robbery resulting in death, grand larceny, three counts of contributi­ng to the delinquenc­y of minors and two counts of use of a firearm in the commission of a felony. She is being held without bond.
