Two charged after body found behind Tabb Library

Two men were arrested Tuesday after a body was found Monday along the woodline behind the Tabb Library, according to a news release from the York-Poquoson Sheriff ’s Office.

Kevin Scott Dunn, 43, and Robert Ardell Carroll, 42, both of Norfolk, were charged with disposing of a body on public property, according to the release.

Carroll also was charged with strangulat­ion resulting in wounding or bodily injury and concealing a dead body from an incident on April 13, according to Norfolk police.

The Norfolk Police Department said the discovery of the body has spurred an undetermin­ed death investigat­ion. Police said the person died in Norfolk, but they are waiting on the medical examiner to determine the cause and manner of death.

Police said they are not looking for any suspects.

“I am very proud of the work done by all of my deputies and staff. The Investigat­ions Division did an outstandin­g job of determinin­g both the origin of the case and the suspect(s),” York County Sheriff Danny Diggs said in the news release.

Diggs also thanked the public for the informatio­n they provided to help with the investigat­ion.

The sheriff’s office released a video Monday asking that people report suspicious activity they may have seen around the library or the YMCA in the 100 block of Long Green Boulevard.

Dunn and Carroll are being held at the Norfolk City Jail on a no-bond status, according to the jail’s inmate database. Carroll is scheduled to appear in court Wednesday morning.

The victim’s identity will not be released until the next of kin is notified, Norfolk police said.
