Ralph Northam tightened restrictions in anticipation of a surge, limiting private gatherings to 10 people, putting in place a midnight to 5 a.m. curfew, expanding the mask mandate, requiring everyone over the age of 5 to wear one anytime they’re outside their home and can’t be at least 6 feet from others, and forcing restaurants to stop alcohol sales by 10 p.m. and closing by midnight.
