A Newport News man was killed early Sunday after pulling over on the Capital Beltway with a flat tire and getting struck by an impaired driver, Virginia State Police said.

Gregory B. Bruington Jr., 30, was driving his 2017 Volkswagen Golf on Interstate 495 westbound in Fairfax County, outside Washington, when he stopped on the roadway’s left shoulder.

At 3:38 a.m., state police said, a 2003 Dodge Ram pickup “ran off the interstate to the left and struck Bruington” while he was outside his car. It was not immediately clear how wide the shoulder was in that area.

Bruington died at the scene, while his passenger — a 24-year-old woman who was still in the Volkswagen — was seriously injured. The woman had been wearing a seat belt.

Carlos L. Nunez-Morales, 26, of Woodbridge, has been charged with DUI, involuntary DUI manslaughter, and driving on a suspended or revoked license, according to court records. Online dockets in Fairfax said it’s his second DUI offense in the past five years.

An obituary from Bruington’s family said he graduated from Hampton’s Bethel High School in 2012.

He served in the Army National Guard for 12 years, the obit said, and attended Thomas Nelson Community College before getting a bachelor’s degree in criminology from Old Dominion University in Norfolk. He worked for a defense contractor, CACI, to provide technology support to government agencies.

Nunez-Morales is being held without bond at the Fairfax County Adult Detention Center. He has a probable cause hearing slated for June 18 in Fairfax County General District Court.
