“The Neighborhood”

(7 p.m., CBS): Dave and Gemma (Max Greenfield, Beth Behrs) pull out all the stops with their elaborate plans to throw an unforgettable birthday party for young Grover (Hank Greenspan) as he turns 7 in the new episode “Welcome to Grover’s Birthday.” When all that preparation goes off the rails, though, Malcolm and Marty (Sheaun McKinney, Marcel Spears) are quick to step up with a solution.
