Delco man on parole charged with shooting 4
A man convicted of a 2004 attempted homicide in Harrisburg has been charged with trying to kill four people in the city earlier this month, police said.
Court documents filed by Harrisburg police said Jerry K. Foster, 42, of Yeadon, Delaware County, shot four people out a car window around 3:15 a.m. Aug. 13 on the 200 block of Cranberry Street.
One man was shot in the chest and groin and taken to Penn State Holy Spirit Hospital. A woman was shot in the foot and treated at UPMC Harrisburg Hospital. Another man was shot in the chest and walked to Harrisburg Hospital for treatment, according to police.
Police said a ricocheting bullet hit a fourth victim, leaving him with a cut to his thigh.
All of the people who were shot survived, police said.
Surveillance footage showed a dark-colored BMW sedan make an illegal eastbound turn from Second Street to Cranberry Street, an affidavit of probable cause said. Court documents said a man was driving the car, and a woman was in the passenger seat.
Cameras recorded the BMW stopping, and its occupants interacting with a group of people on the 200 block of Cranberry Street. As the BMW continues east on Cranberry, the driver pulls out a gun and starts shooting out the window, the affidavit said.
Photos of the driver were circulated among law enforcement agencies, Harrisburg police said in the affidavit.
Foster’s parole officer confirmed to investigators that he was the shooter caught on surveillance cameras, court documents said.
The affidavit said police also confirmed Foster owns a BMW sedan.
Court documents did not provide a motive for the shooting.
Foster is barred from having a firearm because of the 2004 attempted
homicide conviction.
On May 27, 2004, Foster rode a bicycle to the 2400 block of North Sixth Street, pulled a 9 mm pistol from his waist, and shot twice at a man, according to an affidavit of probable cause. He was charged with attempted homicide in July 2004 and later pleaded guilty.
Foster was paroled from SCI Camp Hill on Sept. 15, 2022, according to Department of Corrections records.
Harrisburg police charged Foster on Aug. 15, 2023, with four counts each of attempted homicide and aggravated assault, two firearms offenses and a driving offense. He has not yet been arrested.
