Two arrested in drug probes; cash, guns, drugs seized

The Delaware County Drug Task Force announced the arrests last week of two suspected dealers in the city.

Kevin Shelton, 36, of the 3000 block of Carter Avenue, and David L. Collins, 47, of the 2100 block of Edgmont Avenue, were both taken into custody Feb. 15 in unrelated cases.

Upper Chichester Detective Jack Keith and other members of the task force served a search warrant at Shelton’s address at 6 a.m. that day and found him upstairs in a bedroom, according to an affidavit of probable cause.

He was issued his Miranda warnings and police searched the residence.

Investigat­ors allegedly recovered a shoebox containing approximat­ely 1 pound of methamphet­amine, four cellphones, a scale, and new and used bags.

Shelton has been charged with possession of a controlled substance, possession of a controlled substance with the intent to deliver and possession of drug parapherna­lia.

He is in custody at the county jail in Concord pending 10% of $75,000 bail and is scheduled for a preliminar­y hearing Feb. 28 before Magisteria­l District Judge Walter Strohl.

Collins was taken into custody after agreeing to meet with an undercover officer to make a drug buy, according to an affidavit of probable cause in his case written by Media Officer Jonathan Joseph.

Joseph made three undercover buys of heroin/fentanyl from Collins in November 2023, followed by several more buys in January and February made by another undercover task force member, according to the affidavit.

Investigat­ors obtained a search warrant for Collins’ residence Feb. 14 and set up a final buy the following day. Collins was taken into custody after arriving to the designated location.

He allegedly had $1,000 on him, as well as five bundles of fentanyl/heroin, two bags containing smaller, individual baggies of suspected cocaine, a knotted sandwich bag of unknown pills and a small bag of suspected marijuana.

The search of his residence turned up another $10,000, 27 bundles of heroin/ fentanyl, numerous bags of cocaine, two handguns with magazines and ammunition, and various parapherna­lia items including a scale, new and used baggies and a cutting plate, according to the affidavit.

Collins is charged with 17 counts including possession with intent to deliver, possession of a firearm prohibited and possession of drug parapherna­lia. He is being held on 10% of $750,000 bail awaiting a preliminar­y hearing Feb. 28, also before Strohl.
