Sig­ni­fi­ciant pro­vi­sions would:

Freeze the wages of fed­eral work­ers for two years. Keep Pell Grants for col­lege stu­dents at the same level they were in the pre­vi­ous bud­get year, with a max­i­mum grant of $5,550. In­crease the an­nual Vet­er­ans Ben­e­fits Ad­min­is­tra­tion fund­ing by $460 mil­lion to pre­vent lay­offs and help re­duce pro­cess­ing times for dis­abil­ity claims. Fund the Low In­come Home En­ergy As­sis­tance Pro­gram, mak­ing the same amount of money avail­able this win­ter as last win­ter. Pre­vent the elim­i­na­tion of $4.3 bil­lion in re­duced­fee loans for small busi­nesses. Pro­vide fund­ing for au­dits and in­ves­ti­ga­tions of the Trou­bled As­set Re­lief Pro­gram, known as TARP. Au­tho­rize the Trans­porta­tion Se­cu­rity Ad­min­is­tra­tion, or TSA, to trans­fer money within its bud­get to con­tinue beef­ing up air­port se­cu­rity.
