Significiant provisions would:
Freeze the wages of federal workers for two years. Keep Pell Grants for college students at the same level they were in the previous budget year, with a maximum grant of $5,550. Increase the annual Veterans Benefits Administration funding by $460 million to prevent layoffs and help reduce processing times for disability claims. Fund the Low Income Home Energy Assistance Program, making the same amount of money available this winter as last winter. Prevent the elimination of $4.3 billion in reducedfee loans for small businesses. Provide funding for audits and investigations of the Troubled Asset Relief Program, known as TARP. Authorize the Transportation Security Administration, or TSA, to transfer money within its budget to continue beefing up airport security.
