Oakwood school board OKs deal with company
School treasurer leaving for new job; business to cover interim services.
The Oakwood school OAKWOOD — treasurer is leaving for the same job in Fairborn, so the Oakwood school board approved a deal for interim treasurer services from a Dayton business.
The Oakwood City School District Board of Education entered into a contract with Shared Resources Center (SRC). Oakwood’s longtime treasurer, Kevin Philo, is departing to serve in the same position in Fairborn.
The district announced this week that the contract with SRC will begin Sept. 1, as Philo’s resignation takes effect at the end of the day Aug. 31.
Dan Schall is the executive director for SRC and said his organization has worked with several districts to handle treasurer duties.
“We have a staff of 13 people that provide partner districts with customized services to fit their needs and their budget,” Schall said.
According to the Ohio Office of Budget and Management, SRC is part of a state effort that aims to reduce costs and increase efficiency by sharing services across public entities, such as school districts.

A search to find Philo’s permanent replacement has started, according to Board President Todd Duwel.
“The board is committed to investing the time, resources and energy into identifying the best candidate for our district and community. With SRC’s placement, we can proceed confidently, assured the district’s finances are effectively and strategically managed,” Duwel said.
SRC will work on behalf of the district until the position is filled and the new treasurer is hired, according to school officials.
Prior to coming to Oakwood in 1994, Philo was the treasurer for Fremont City Schools (April 1993 to November 1994) and Howland Local Schools (August 1990 to April 1993). He was also the assistant state auditor for Ohio from January 1987 to August 1990.
Philo said the challenge to tackle a new opportunity led him to the Fairborn position.
“I welcome the opportunity at Fairborn schools to use my experience and expertise in a pure treasurer/ chief financial officer role to help the students, staff and community of Fairborn,” he said. “I am excited and looking forward to the new challenges that the position with Fairborn schools will offer.”
Fairborn cited Philo’s experience in negotiations, community, site-based management, staff relations and the ability “to provide a superior education to constituents” as reasons for adding him to the district’s leadership team.
