Bicycle & Pedestrian Plan considered
The Springboro City Council is expected to adopt a new Springboro Bicycle & Pedestrian Plan. The plan will serve as a guide for long-range decision-making on bicycle and pedestrian policy and infrastructure plans in the community.
It would replace the one in place since April 2013. The plan has been under development since April 2019 by The Greenway Collaborative, Inc., a non-motorized transportation system consultant, in cooperation with the city’s Bicycle & Pedestrian Advisory Committee (BPAC) and city staff. The plan recommends the development of a Central Greenway through Springboro that will connect seven city parks, and the expanding regional trail system and serve as the backbone of the city’s bike and pedestrian system.
The plan also recommends development of recreational trails within city parks and the non-motorized trail network begun with the 2013 plan.
Also, the council is expected to hold a public hearing and approve a change to the city planning and zoning code to allow food trucks in all zoning districts, amend placement standards for food trucks and revising how food trucks are defined in the code.
Currently food trucks are permitted as a temporary use in four commercial districts. The amendment would allow food trucks in all 13 zoning districts with restrictions on their placement near homes and restaurants, require they do not obstruct pedestrian or bicycle access or the visibility to motorists at intersections of driveways and streets and place limits on the number of times food trucks may operate on a residential property.
The change would also permit food trucks on common areas within residential subdivisions and tie city regulations to state licensure requirements.
The definition of food trucks would be clarified and expanded to limit sales to items freshly prepared and for immediate consumption and tie back to state licensing requirements.
