City marks police retirement­s, promotions and new hires

The city of Huber Heights has a long history of recruiting and retaining talent in the police division. So much goes into not only the hiring process and initial training before they join the division, but even more goes into the work they do every day and retraining to maintain the certificat­ions these men and women must hold.

The city is celebratin­g several retirement­s, promotions, and new hires from the police division. It’s not often they are publicly thanked for their service and commitment to the city of Huber Heights, but it’s time to do so.

Retirement

Last week, Sergeant John Kissee retired after more than 31 years of service to the residents of Huber Heights and 35 years of total law enforcemen­t experience. He also honorably served 4 years in the U.S. Army.

Promotions

Sgt. David Culver grew up in Huber Heights and attended the Sinclair Police Academy in 2014. He started his career at Grandview Hospital P.D. in August of 2014 until April of 2016 when he was hired at Huber Heights P.D.

Sgt. Culver is on the Critical Incident Evidence Team, Crash Reconstruc­tionist Team, Honor Guard, Crisis Negotiator Team, Regional Emergency Response Team and a Field Training Officer. He has also been through Crisis Interventi­on Training and has an associate degree in criminal justice from Sinclair Community College.

New hires

Riley Brown comes to HHPD with 5 years of experience with the Dayton Police Department. His last year and a half were spent on the Strategic Response Unit, which was tasked with addressing violent crime throughout Dayton. Brown is bike-certified, and dignitary protection-certified from the Secret Service.

Andrew Reese graduated Piqua High School in 2011 then briefly attended Edison Community College before attending Hocking College and graduated from police officer basic in 2014, followed by an associate degree in Natural Resources Law Enforcemen­t in 2015. Andrew became a police officer in 2015 with Athens City Police Department and remained there until 2023 before coming to the Huber Heights Police Department. While with the Athens Police Department, Andrew served as a field training officer, officer in charge, and member of a multiagenc­y special response team. Andrew’s hobbies include being outdoors, traveling, and Brazilian jiu jitsu.

Musa Chukadze is originally from Russia and moved to Connecticu­t in 2005, where he spent his childhood and attended both high school and college. He served as a police officer for two years at Hartford PD. In 2023, Musa moved to Huber Heights, continuing his law enforcemen­t career at HHPD. His hobbies include soccer, fishing, working on cars and spending time with his German Shepherd, Reign. Officer Chukadze looks forward to bringing his diverse cultural background to Huber Heights, as he speaks multiple languages. He looks forward to serving and protecting the people of Huber Heights.

Matthew Barrie started his law enforcemen­t career in 2014, working for Moraine and then Miami Twp. He has prior training and experience as an FTO, EV Technician, OIC and has earned several certificat­ions to include ARIDE, CIT and IPMBA. Officer Barrie served in the Ohio Army National Guard as a Military Police Officer for six years, deploying to Afghanista­n and achieving the rank of Sergeant. He competes in powerlifti­ng, and he enjoys fishing and traveling. He is excited to join HHPD and serve the community.

Tom Hupp grew up in Huber Heights and was a Police Explorer for HHPD, which launched his interest in a career in law enforcemen­t. Officer Hupp comes to HHPD from Miami Twp. PD and has 16 years of police experience. He has prior training and experience as an FTO, EV Technician, OIC and bike officer, and CIT. He looks forward to serving the citizens of his hometown, Huber Heights.
