Interim city manager named
SAN LEANDRO >> Fran Robustelli has been named interim city manager, taking over the duties of Jeff Kay, who is stepping down to become city manager of Healdsburg in Sonoma County.
The City Council on Monday unanimously approved hiring Robustelli, who most recently was interim city manager for Clayton in Contra Costa County.
Her first day on the job in San Leandro will be Dec. 21.
“I look forward to working with the City Council, staff and other community stakeholders as we collectively work together during this difficult time resulting from the pandemic,” Robustelli said in a release.
Under the contract that the council approved Monday, Robustelli will get an annual salary of $236,703, plus benefits.

Robustelli’s background also includes working as the assistant city manager of the cities of Napa and Walnut Creek, as well as being the human resources director for Hayward.
Kay’s last day in the San Leandro post will be Dec. 18. He announced his departure at an October council meeting.
Kay was named San Leandro city manager in July 2018 following the departure of Chris Zapata, who had served since 2012.
Zapata’s resignation came amid accusations of inappropriate behavior and sexual misconduct, allegations an independent investigator found not credible.
Kay’s base salary as city manager was $262,000 annually. His agreement to become Healdsburg city manager will begin Jan. 1.
