Uncharged murder suspect back in jail in gun case

He previously got 90 days for guns and police chase

OAKLAND >> A man who has now been arrested twice in connection with an October homicide — but has avoided a murder charge — is back in jail facing accusations he possessed a stolen gun, court records show.

Donald Parks, 30, was charged Jan. 18 with four felonies and a misdemeanor related to his alleged possession of a stolen firearm after he was arrested two days earlier on a Ramey warrant in the Oct. 2 fatal shooting of Anthony Sneede. Parks also faces new charges of violating his parole in an assault case that stemmed from a fatal shootout in 2013.

For Parks, this is the second time since October he's faced legal problems for alleged gun possession. He was arrested hours after Sneede was shot and killed in the 7800 block of Arthur Street in Oakland on Oct. 2. Police identified a car Parks was driving as possibly involved in the homicide and pursued it from Oakland to Pleasant Hill. He was taken into custody after he crashed into multiple patrol vehicles, authorities said at the time.

After that incident, Parks was charged with a parole violation and received 90 days in jail, court records show. This time, parole officers have recommended a sentence of 180 days, separate from whatever he receives if he's convicted in the recent gun case.

Last August, Parks was released from prison after serving a 10-year sentence for assault with a deadly weapon during a February 2013 shootout at a First Friday event in Uptown Oakland. During that incident, an unidentified gunman shot and killed 18-year-old Kiante Ty Campbell, who was a friend of Parks, police said at the time.

Parks told police that the shooting started after Campbell bumped into another man and threats were exchanged. Parks said Campbell

pointed a .22-caliber gun in the man's face and tried to shoot, but the gun jammed. The man then fatally shot Campbell, prompting Parks to fire seven shots into the crowd gathered in a parking lot on Telegraph Avenue between 20th and 21st streets, according to court papers.

Parks remains in custody at Santa Rita Jail in Dublin and is next due in court Feb. 13.
