JPS ap­prove clas­si­fi­ca­tion of ser­vices

The Sa­line County Quo­rum Court’s fi­nance com­mit­tee ap­proved an or­di­nance con­cern­ing the clas­si­fi­ca­tion of con­struc­tion man­age­ment ser­vices dur­ing a meet­ing Mon­day.

The or­di­nance, which will re­quire a vote at the next Quo­rum Court meet­ing, will clas­sify con­struc­tion man­age­ment ser­vices as pro­fes­sional ser­vices in or­der to allow the court to elect not to use com­pet­i­tive bid­ding on con­struc­tion man­age­ment ser­vices with a 2/3 vote.

Ac­cord­ing to Sa­line County At­tor­ney Clay Ford, when a county en­ters into a con­tract with some­one there is com­par­a­tive bid­ding and com­pet­i­tive bid­ding.

“Com­pet­i­tive bid­ding is ob­vi­ously low­est bid­der wins,” Ford said. “Com­par­a­tive bid­ding is where you look at spec­i­fi­ca­tions and their his­tory of per­for­mance, etc., and rank agen­cies and then you se­lect one. The top one.”

Ford added that un­der the law, con­struc­tion man­age­ment ser­vice is a pro­fes­sional ser­vice and that the pur­pose of the or­di­nance is to clar­ify the is­sue.

He also said that the rea­son for clar­i­fy­ing the is­sue now is due to the up­com­ing con­struc­tion of the CTE cen­ter.

“This does not mean that there won’t be ac­tual hard bids on dif­fer­ent trade pack­ages of the build­ing it­self,” said Sa­line County Judge Jeff Arey. “This is just with re­gard to con­struc­tion man­age­ment ser­vices it­self.”

Ford said that there are nu­mer­ous busi­nesses that can pro­vide the ser­vices and that the county will “put out RFQS or Re­quests For Qual­i­fi­ca­tions and nu­mer­ous firms, hope­fully, will re­spond and pro­vide qual­i­fi­ca­tions and those will be ranked by a com­mit­tee”.

The com­mit­tee also ap­proved the re-ap­point­ment of the Rev. Tony Minick, Louise Davis, Roy Polk and Casi Wil­liams as mem­bers of the North­east Fire Pro­tec­tion Dis­trict Board with terms set to ex­pire Novem­ber 2021.

“Both the board and the (fire) chief are on board with who the mem­bers are,” Ford said.

The com­mit­tee also ap­proved the ap­point­ment of James Pat­ton to the Board of Equal­iza­tion for a term set to ex­pire June 2022.

All ap­point­ments will re­quire a vote from the full Quo­rum Court at their next meet­ing which will be held May 20.

The court will meet in Court­room 1 at the Sa­line County Court­house, lo­cated at 200 N. Main St. in Down­town Ben­ton.

The meet­ing will be­gin at 6:30 p.m.

All meet­ing are open to the pub­lic and at­ten­dance is en­cour­aged.
