JPS approve classification of services
The Saline County Quorum Court’s finance committee approved an ordinance concerning the classification of construction management services during a meeting Monday.
The ordinance, which will require a vote at the next Quorum Court meeting, will classify construction management services as professional services in order to allow the court to elect not to use competitive bidding on construction management services with a 2/3 vote.
According to Saline County Attorney Clay Ford, when a county enters into a contract with someone there is comparative bidding and competitive bidding.
“Competitive bidding is obviously lowest bidder wins,” Ford said. “Comparative bidding is where you look at specifications and their history of performance, etc., and rank agencies and then you select one. The top one.”
Ford added that under the law, construction management service is a professional service and that the purpose of the ordinance is to clarify the issue.
He also said that the reason for clarifying the issue now is due to the upcoming construction of the CTE center.
“This does not mean that there won’t be actual hard bids on different trade packages of the building itself,” said Saline County Judge Jeff Arey. “This is just with regard to construction management services itself.”
Ford said that there are numerous businesses that can provide the services and that the county will “put out RFQS or Requests For Qualifications and numerous firms, hopefully, will respond and provide qualifications and those will be ranked by a committee”.
The committee also approved the re-appointment of the Rev. Tony Minick, Louise Davis, Roy Polk and Casi Williams as members of the Northeast Fire Protection District Board with terms set to expire November 2021.
“Both the board and the (fire) chief are on board with who the members are,” Ford said.
The committee also approved the appointment of James Patton to the Board of Equalization for a term set to expire June 2022.
All appointments will require a vote from the full Quorum Court at their next meeting which will be held May 20.
The court will meet in Courtroom 1 at the Saline County Courthouse, located at 200 N. Main St. in Downtown Benton.
The meeting will begin at 6:30 p.m.
