Public Notice

Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Office of Air Quality of the Arkansas Department of Environmen­tal Quality gives the following notice:

El Dorado Chemical Company (7000040) operates a facility located at 4500 North West Avenue, El Dorado, AR 71730. The modificati­on was a PSD modificati­on to adjust the final BACT limits for SN-59 after the end of the demonstrat­ion period. During the review it was determined based on changes to control methods more informatio­n may be necessary to determine the correct NOx limit for the source. The demonstrat­ion period was extended for 12-months from the date of this permit. The ammonia BACT limit was removed as ammonia is not a PSD pollutant. Ammonia emission rates were raised to allow proper control of NOx from the source, with the ammonia rates also to be evaluated during the NOx demonstrat­ion period. This permit also incorporat­es a minor modificati­on to add an emergency generator, SN-68. Permitted Emission rates are increasing 0.1 tpy of particulat­e matter, SO2, and VOC; 173.1 tpy of ammonia, 0.4 tpy of CO, 61.7 tpy of NOx, 0.01 of HAP. The applicatio­n has been reviewed by the staff of the Department and has received the Department’s tentative approval subject to the terms of this notice.

Comments will be accepted in accordance with Section 8.208 of Regulation #8. During the public comment period, any person may submit written comments to the Department at the above address Attention: ADEQ Air Permits Branch or to airpermits@adeq.state.ar.us by email. Any interested person may request a public hearing on the draft permitting decision during the public comment period. The public comment period shall begin on the day this notice is published and shall expire at 4:30 p.m. Central Time on the thirtieth (30th) calendar day after publicatio­n of this notice. The Director shall make a final decision to issue or deny this applicatio­n or to impose special conditions in accordance with Section 8.211 of the Arkansas Pollution Control and Ecology Commission’s Administra­tive Procedures (Regulation #8) and Regulation #26.
