City Arrests

Latashia D. Hayes, 43, 620 1/2 Louis, was arrested June 16 for aggravated assault on a family or household member. Hayes's ex-boyfriend told police he reluctantl­y allowed Hayes to spend the night at his residence in the 400 block of West Oak after she said she needed a place to spend the night. He noted that due to past altercatio­ns between the pair, Hayes had been banned from the property. When he asked Hayes to leave the following morning, she became irate and began knocking over objects and scattering items throughout the house, according to a police report. The man said Hayes shoved him into a corner in the kitchen, ignoring repeated requests to stop, and snatched a chain off his neck. He said she then retrieved a large "chopping knife" from a kitchen drawer and said, "If I have to leave, then you're going to jail." He said Hayes turned around and began cutting her upper left arm with the knife as he yelled for someone to call police, noting that his cellphone was in his truck at the time. Police said Hayes had several laceration­s on her arm, and she refused medical attention. Police said they found the knife underneath a bag belonging to Hayes and seized it as evidence.

Carolyn D. Walker, 47, of 815 W. First, was arrested June 16 on warrants for absconding and contempt of court.

Douglas E. Palmer, 72, of Hampton, was arrested June 15 for first-degree terroristi­c threatenin­g. A witness said Palmer threatened another man with a knife during an argument at the Salvation Army, 419 South Madison. The witness said the argument began inside the facility and the two men moved outside, where Palmer produced a pocketknif­e and unfolded it, saying, "I'm gonna get you once and for all." Palmer then left the area, walking east on Hillsboro, the witness said. Police took Palmer into custody minutes later after spotting him walking across the Hillsboro Street viaduct. Police said Palmer was carrying a black knife and they drew their service weapons when he did not initially comply with commands to drop the knife.

Kyle W. Schroeder, 18, no address available, was arrested June 15 for terroristi­c threatenin­g, first-degree. Schroeder's ex-girlfriend told police that Schroeder refused to leave her front yard in the 1300 block of Woodland, and when she told him he could not come inside her residence, he threatened to burn down her house. She said he also threatened her and her current boyfriend and threw objects at her house. Police said Schroeder flagged them down a short time later in the 700 block of North Mosby, and he provided conflictin­g accounts of the incident.

Jonathan M. Davis, 48, of 50 Petroleum, was arrested June 14 on an Arkansas Parole Board warrant.

Jonavan D. Paige, 24, of 404 Marrable Hill, was arrested June 14 for possession of a firearm by certain persons, possession of methamphet­amine, three counts of delivery of methamphet­amine, possession of Ecstasy, simultaneo­us possession of drugs and firearms, possession of drug parapherna­lia, maintainin­g a drug premises, and criminal use of a prohibited weapon. Police said they took Paige into custody in the 1100 block of Memory Lane on an arrest warrant for three counts of delivery of methamphet­amine. The additional charges stemmed from a search warrant officers executed at Paige's residence immediatel­y following his arrest, according to a police report.

Raymond S. Johnson, 42, of 321 Pleasant Grove Road, was arrested June 12 for possession of methamphet­amine with intent to deliver and possession of drug parapherna­lia. Police said they conducted a traffic stop in the area of Washington and Center, noting that the vehicle did not have a license plate. They said Johnson, the driver, consented to a search of the vehicle, and inside a backpack, they found 2.1 grams of crystal meth, eight syringes and scales.

Jacoryean R. Loggins, 19, of 1006 Buchanan, was arrested June 11 for possession of a firearm by certain persons and possession of marijuana. Police said they stopped Loggins, who was walking in the 1200 block of West Hillsboro, because he appeared to be wearing an item that was recently reported stolen. After determinin­g that Loggins was not wearing the item, police said they conducted a search — per a waiver that is on file for Loggins with the Arkansas Department of Community Correction — and found a handgun and bag of marijuana inside Loggins's left front pants pocket.

Elwin E. Gilliam, 32, of Little Rock, was arrested June 11 for second-degree battery. Officers responded at approximat­ely 4:20 p.m. to a report of a stabbing at the Salvation Army, 419 S. Madison. A man told police that Gilliam approached him from behind and stabbed him. The man said he initially thought someone had struck him with closed fists and did not immediatel­y realize he had been stabbed. He said he turned around and saw Gilliam running away. Police said they found Gilliam a short time later in the 200 block of West Main and took him into custody. Police said they recovered a razor knife from Gilliam's possession. The victim was transporte­d by ambulance to Medical Center of South Arkansas for treatment. A police report did not indicate that his injuries were serious.

City Reports

A man told police June 16 that someone entered his vehicle at a residence in the 800 block of West Oak and stole two pistols and an audio speaker. The man said there were no signs of forced entry, and he believed the doors were unlocked at the time.

A man told police June 15 that a someone left a threatenin­g message on his wife's cellphone. The man and his wife said they did not recognize the caller's voice or phone number and could not identify a possible suspect.

On June 15, a woman reported that someone fraudulent­ly used her identity to apply for a credit card. She said there is a delinquent balance of $984.44 on the account.

A man told officers June 15 that someone broke into his vehicle at a residence in the 1000 block of East Barnes and stole a watch, gold chain, several hand tools and a backpack with a Clean Harbors logo.

A woman reported June 14 the theft of her wallet, which contained a debit card, driver's license, a government-issued Electronic Benefits Transfer card, three Medicaid cards and a Social Security card. The woman identified a possible suspect and told police she later learned that someone had used the debit card twice at a local restaurant and once at a local department store. She said an employee of the department store provided a descriptio­n that was similar to that of the suspect who had been identified by the victim.

Police responded June 14 to a report of a robbery in the 1100 block of Memory Lane. A man told officers two men stole his backpack. The man said he had been asleep at a church in the area and was awakened by a phone call from a woman he did not know. He said the woman asked for another male and then asked the victim if he wanted to meet her. He said yes, and the woman said she would "be there shortly." He said a vehicle pulled up moments later, and a male exited and asked him twice if he wanted to fight. The victim said he initially told the suspect he did not want to fight, but he dropped his backpack to defend himself when suspect became aggressive. He said the man, who was a passenger in the vehicle, then picked up the backpack and walked back

toward the vehicle. The victim said that when he attempted to grab the backpack, the driver exited the vehicle, holding what appeared to be a brush ax. The victim said he backed away and the suspects left the area. He described the passenger as a black male with an athletic build and a short haircut, wearing a white tank top, jogging pants, tennis shoes and a necklace. The driver was described as a tall, white male with dark hair and a short beard. A possible suspect was identified, according to a police report.

On June 13, a woman reported that someone scratched and dented the left rear fender of her boyfriend's vehicle, which was parked in front of her residence in the 2100 block of Rosewood Drive.

An employee of EZ Mart, 400 W. Hillsboro, told police that a customer attempted to pass a counterfei­t $20 bill at the residence. The customer said he did not know the bill was fake and retrieved some change

from his vehicle to pay for his items, the employee said.

A man reported June 13 the theft of his debit card from his vehicle. He said the theft occurred prior to May 23, and the suspect(s) has since used the card 13 times, withdrawin­g more than $2,020 from his account.

A man told police June 13 that his ex-girlfriend left several threatenin­g texts and voicemails on his cellphone.

A man reported June 13 the theft of his vehicle, a black 2009 Hyundai Sonata from the area of Liberty and Thompson. He said GPS technology indicated that the vehicle was in Hampton.

A woman told police June 12 that someone scratched profane words into the hood, driver's doors and trunk of her vehicle and stole the license plate. She said the vehicle was parked at her residence in the 800 block of West First, and she identified a possible suspect.

On June 11, a woman reported several unauthoriz­ed charges, totaling $2,352.64, on her credit card. She said the charges were made at several businesses in El Dorado and Union County.
