Directions:

Protect your workspace with newspaper. Then, blow up a balloon until it’s about 6” across, and knot the end. Place the balloon, knot side down, into your bowl. Cover the top half of the balloon with Mod Podge, and immediately sprinkle confetti over the top and sides. Let it dry. Then, repeat the process three more times. Let dry overnight.
