Were the swears in editorial intentional?

I thought The Courant was a family newspaper, but was shocked to see such indecent language [Insight, Page 1, Sept. 12, “We Are Letting The Terrorists Win”]. Was it necessary to spell out the swear words in the second paragraph of this article and then repeating it a second time? Was this a miss? I need to know if this is no longer a family newspaper so I can end my subscription.
