South Windsor man arrested twice over weekend
He allegedly jumped on neighbor’s car days before domestic dispute
A South Windsor man was arrested twice over the weekend after police say he threatened and harassed his neighbor — which involved jumping on the victim’s car — before he was involved in a separate domestic dispute days later.
Stephen Andrews, 54, faces charges of third-degree criminal mischief, interfering with an officer and second-degree breach of peace, according to the South Windsor Police Department.
Police said Andrews was first arrested Friday at 8:16 p.m. following an incident with his neighbor. He caused unspecified damage to the victim’s vehicle when he jumped on it during an incident involving alleged harassment and threatening, according to police.
After being released on a $2,000 non-surety bond, police said Andrews was arrested again on Sunday following a “mutually physical altercation” with a 53-year-old who was also charged. The 53-year-old was issued a misdemeanor summons at the scene, while Andrews was taken into custody and later released on a $5,000 bond, according to police.
They were both expected to appear in Manchester Superior Court on Tuesday in connection with the domestic incident.
Andrews is scheduled to appear in court again on Jan. 17 in connection with the neighbor dispute.
South Windsor police on Tuesday confirmed they previously arrested Andrews in the early morning hours on Sept. 2, 2023, in connection with a domestic violence incident in which he allegedly pushed someone. After being released on a $500 non-surety bond he was arrested the next day for urinating on someone’s South Windsor property and refusing to leave, according to police. The property owner was not the same victim of the domestic violence incident a day earlier, police said.
Andrews was charged with disorderly conduct and first-degree criminal trespassing in connection with the September incidents.
