Far­rier Bob Smith doesn’t think so. The owner of the Pa­cific Coast Horse­shoe­ing School has filed a fed­eral lawsuit chal­leng­ing a re­cent Cal­i­for­nia law that re­quires him to deny ad­mis­sion to any stu­dent with­out a high school diploma or its equiv­a­lent.
