The 2018 ASPCA Equine Welfare Award has been bestowed on the Dumb Friends League Harmony Equine Center in Franktown, Colorado. A national model in the rehabilita­tion and adoption of abused and neglected horses, ponies, donkeys, and mules, the Harmony Center focuses on animals that have been removed from their owners by law enforcemen­t authoritie­s.
