5 years later, Harvey still haunts area
Thursday marked the fifth anniversary of Hurricane Harvey’s landfall in Rockport, where it rolled through the coastal city on its way to the Houston region, where it dumped 60 inches of rain and left dozens dead. Five years later, Harvey still haunts the city’s policies around flood mitigation, housing equity and infrastructure. And for many, particularly in poorer and predominantly minority neighborhoods, recovery is an ongoing process, with many projects unfinished and city, county and state funds frozen in bureaucracy.
