Regarding “Racial disparities remain on nation’s roads” (Page A11, Monday), columnist Esther J. Cepeda discusses two problems: people of color being disproportionately targeted for traffic stops, and most having negative experiences with police when stopped. These issues are frequently raised; however, I never see the other side deliberated. Are people of color pulled over because of their color or because they are committing traffic violations?
