HISD teacher accused of molesting child
Authorities arrested a Houston ISD teacher Monday on charges that he molested an elementary school student in early 2019, the second such booking of a district teacher in the past three days.
Lockhart Elementary School educator James Bradley and former Kashmere Gardens Elementary School teacher Raymon Williams, who was booked Saturday, both face charges of indecency with a child following separate allegations of inappropriate touching. In both cases, students initially reported incidents of abuse and underwent forensic examinations in early 2019, but the accused perpetrators were not arrested for several months.
In Bradley’s case, HISD police said a then-kindergartener at Foster Elementary School told forensic investigators in February 2019 that Bradley molested her while she was temporarily assigned to another classroom. Bradley, 39, taught pre-kindergarten at Foster at the time, according to HISD payroll records.
In April 2019, the girl underwent a forensic medical examination, reporting that Bradley touched her genitals on multiple occasions, according to the police report.
On Friday, HISD police met with the girl to show her a picture of Bradley, who she positively identified as the abuser. The police report does not explain why officers approached the girl 10 months after the forensic examination to identify Bradley. The report contains no new information learned by police between the examination and Friday’s meeting with the girl.
In a statement, HISD police said they are fully cooperating with the Harris County District Attorney’s Office. District officials did not respond to questions about when administrators learned that Bradley had been identified as the perpetrator of child sexual abuse.
The circumstances behind Bradley’s arrest bear similar hallmarks to the HISD police investigation into Williams, 46.
In that case, four Kashmere Gardens students reported in January 2019 that Williams touched them and made them feel uncomfortable. One girl, who was 10 years old at the time, told a forensic interviewer in February 2019 that Williams touched her shoulder and inner thigh multiple times, rubbed her between her legs at least once and “rubbed over his crotch area” in front of other students, according to a police report.
The girl made similar statements to officials at the Children’s Assessment Center during a forensic exam in March 2019, HISD police said. Parents of the three other students did not allow their children to cooperate with investigators.
Similar to Bradley’s case, the Williams report does not document any new evidence gathered between the March 2019 exam and Saturday. An HISD spokesperson told KTRK-13 TV that Williams was reassigned after the report and “separated” from the district in June 2019.
HISD officials did not respond to requests for comment on the police department’s handling of the two cases.
Police reports do not include any statements given to police by Bradley or Williams.
