Scrambling to meet basic needs

Aid workers say migrants at the camp have complained of respiratory and skin diseases after spending days in makeshift shelters amid snow blizzards. The mayor of the town of Bihac, 15 miles away, has refused to reopen a housing facility for the migrants funded by the European Union for nearly two years. Most of the hundreds of migrants at the camp are now in heated military tents.
