Man charged in woman’s fatal shooting

A man has been charged in a death that unfolded last month in Independence Heights minutes before he was shot and wounded by a Houston police officer.

Andra Foster, 43, is accused of fatally shooting Guadalupe Martinez, 29, and then terrorizing patrons of a nearby convenience store with a gun, charging papers show. The initial Jan. 25 shooting happened near the 8500 block of North Main Street around 2:30 p.m. and police at the time said it was unprovoked.

One of the witnesses followed Foster and called police. An officer caught up with Foster in the 100 block of East 44th Street and shot him during an exchange of gunfire. Foster was critically wounded in the shooting and was booked into the Harris County Jail this week. Foster, whose criminal history includes multiple drug possession charges dating back to 1994, is expected in court Thursday on the murder charge.
