DA: Ex-officer used badge to get sexual favors
A former Hedwig Village police officer is facing an official oppression charge after authorities believe he offered special treatment to a woman in exchange for sexual favors while working for the department.
Grand jurors recently indicted Richard Hernandez, 37, on the misdemeanor charge. He posted bond on $2,500 bail.
Hernandez, of Cypress, is accused of subjecting a woman to sexual harassment during a traffic stop in July 2020, according to court documents and officials. When he saw she had open warrants, he said he would not arrest her in exchange for sexual favors, said Harris County Assistant District Attorney Kimberly Smith, of the Public Corruption Division.
The woman, who was alone, acted like a willing participant, Smith said. Once Hernandez stepped far enough from her vehicle, she fled and later reported the incident to police.
Court documents do not list an attorney for Hernandez, who prosecutors said has been fired.
Prosecutors said more victims could be out there and are urging those who may have had interactions with Hernandez, regardless of their immigration status or criminal history, to come forward.
“We know that sexual predators who use a badge to coerce vulnerable people generally do it over and over again,” District Attorney Kim Ogg said. “We have to get the word out to possible victims to come forward and speak up. It’s not easy, but it’s necessary and important.”
