Holbrook named IID general council

Geoffrey P. Holbrook, attorney for the Imperial Irrigation District, has been named to the general counsel’s position at the district.

As lead counsel he will manage IID’s Legal Department and outside attorneys, providing technical counsel to the Board of Directors and staff on all legal and business matters.

The announceme­nt was made during the IID Board meeting of Tuesday, November. At the time of his appointmen­t he was serving as general counsel on an interim basis, a position he’s held since mid-July due to the departure of Wayne K. Strumpfer. Holbrook’s appointmen­t comes after a thorough selection process.

“We’re happy to have Geoff in this critical position for the district,” said IID General Manager Henry Martinez. “His background, experience and legal guidance will serve the district well going forward.”

Holbrook was hired by IID in February of this year as an associate council. Prior to his work at the district, he operated a law office in Imperial, providing general civil practice in areas of public agency law for the City of Imperial and other public agencies. He has also worked in county government, serving as senior deputy county counsel for San Diego County within its Land Use and Environmen­t Group and as deputy, senior deputy and assistant county counsel for the County of Imperial, providing legal representa­tion to various county department­s.

He earned his juris doctor from the Thomas Jefferson School of Law, a diploma in taxation from the University of San Diego School of Law, bachelor’s from University of California, Los Angeles and is a member of the California State Bar.
