Valley Mall, 22500 Town Circle, Moreno Valley, which was ordered closed Feb. 16 because of plumbing backup and improper wastewater disposal, was allowed to reopen Monday.

Double Or Nothin’ Pizza & Pasta at 9565Central Ave., Montclair, which was ordered closed Feb. 17 because of a cockroach infestation, was allowed to reopen Feb. 23.
