Pursuant to California Labor Code section 1720 et seq., it shall be mandatory upon CONTRACTOR to whom the Contract is awarded, and upon any subcontractor under such CONTRACTOR, to pay not less than the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the Contract, including holiday and overtime work as well as employer payments for health and welfare, pension, vacation, and similar purposes.
In accordance with Labor Code section 1725.5, CONTRACTOR, and all subcontractors (of any tier) must be currently registered and qualified with the Department of Industrial Relations (DIR) in order to be listed on a bid proposal, awarded a public works project, and authorized to perform public work.
Unless specifically exempted by the Labor Commissioner for this Project, CONTRACTOR and all subcontractors shall furnish certified payroll records as required pursuant Labor Code section 1776 directly to the Labor Commissioner in accordance with Labor Code section 1771.4, on at least a monthly basis, (or more frequently if required by SUPERINTENDENT or the Labor Commissioner), and in a format prescribed by the Labor Commissioner. These requirements will apply to all public works that are subject to the Labor Commissioner for this Project, monitoring and enforcement of the prevailing wage laws and related requirements will be performed by the Labor Commissioner/ Department of Labor Standards Enforcement (DLSE).

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MURRIETA, CALIFORNIA, AMENDING SECTION 1.21.030 OF THE MURRIETA MUNICIPAL CODE AND ADOPTING REVISED DISTRICT VOTING BOUNDARIES
On August 1, 2017, the City Council of Murrieta (“City”) adopted Ordinance No. 522-17 changing the City from an at large to a by-district voting system, adopting boundaries for the City’s five voting districts and establishing an implementation schedule for conversion to by-district voting during the 2018 and 2020 election cycles; and
at the regular City Council meeting held on March 1, 2022, the City Council held a final public hearing to receive public input regarding the composition of one or more council districts and adopted Ordinance 572-22; and
on December 7, 2021, the City Council approved the Murrieta Hills Specific Plan (MHSP) in unincorporated and uninhabited territory north of the City.
the Local Agency Formation Commission subsequently approved the annexation of the territory bounded by the MHSP into the City of Murrieta.
pursuant to California Elections Code Section 21603(A), “[If] the boundaries of a city expand by the addition of new territory, including through annexation of unincorporated territory or consolidation with another city, the council shall add that new territory to the nearest existing council district without changing the boundaries of other council district boundaries.”

This ordinance is exempt from the California Environmental Quality Act (“CEQA”) under Section 15061(b)(3) of the CEQA Guidelines, which provides that CEQA only applies to projects that have the potential for causing a significant effect on the environment. Where, as here, it can be seen with certainty that there is no possibility that the activity in question would have a significant effect on the environment, the activity is not subject to CEQA.
SECTION 4. If any section, subsection, sentence, clause, or phrase of this ordinance is for any reason held to be invalid or unconstitutional by a decision of any court of any competent jurisdiction, such decision shall not affect the validity of the remaining portions of this ordinance. The City Council hereby declares that it would have passed this ordinance, and each and every section, subsection, sentence, clause and phrase thereof not declared invalid or unconstitutional without regard to whether any portion of the ordinance would be subsequently declared invalid or unconstitutional.
SECTION 5. This Ordinance shall become effective on the thirtyfirst (31st) day after its passage and adoption, and within fifteen (15) days after its final passage and the City Clerk shall cause it to be posted and published in a newspaper of general circulation, printed, published and circulated in the City in the manner required by law and shall cause a copy of this Ordinance and its certification, to be entered in the Book of Ordinances of the City.
