NOTICE OF PUBLIC COMMENT PERIOD, UPCOMING PUBLIC HEARING AND AVAILABILI­TY OF THE FISCAL YEAR 2021-2022 ACTION PLAN SUBSTANTIA­L AMENDMENT TO INTEGRATE THE HOME-ARP ALLOCATION PLAN

NOTICE IS HEREBY GIVEN that the Council of the City of Moreno Valley will conduct a public hearing to receive comments on the draft HOME Investment Partnershi­p-american Rescue Plan (HOMEARP) Allocation Plan to be submitted to the U.S. Department of Housing and Urban Developmen­t (HUD) as a substantia­l amendment to the City's 2021-2022 Annual Action Plan. Following the public hearing, the City Council will take action to authorize submittal of the HOME-ARP Allocation Plan to HUD.

The draft HOME-ARP Allocation Plan will allocate HOME-ARP funds in the amount of $2,427,401 received by the City from HUD under the American Rescue Plan. The HOME-ARP funds are not the traditiona­l HOME Program funds but are intended to address homelessne­ss and provide legal services to the Qualifying Population­s as described in the draft HOME-ARP Allocation Plan.

The City intends to utilize the HOME-ARP funds for the following activities.

Developmen­t of affordable Rental Housing $2,000,000

Legal Services $ 110,000 Administra­tion & Planning $ 317,401

The draft HOME-ARP Allocation Plan is available for public review and comment for the minimum 15-days as provided by the American Rescue Plan from The City Council will hold a Public Hearing to receive comments and adopt the draft Allocation Plan on at the following location:

To view the draft HOME-ARP Allocation Plan in its entirety, please visit the City’s website at www.moval.org and click on Department­s/ Financial & Management Services and under the Grants & Programs option click on the Grants Monitoring and Administra­tion link and choose the Grant Reports tab. A notice has also been posted to the various City social media website directing access to the draft HOME-ARP Allocation Plan.

Citizens of the City of Moreno Valley and the general public are encouraged to attend. All persons interested in this matter may appear and be heard at the hearing. Persons of low- and moderatein­comes, disabled, homeless, elderly and members of minority group are particular­ly encouraged to attend. If unable to attend, comments may be provided by contacting the Grants Division at (951) 413-3450 or e-mailing grantadmin@moval.org prior to the public hearing.

Upon request, this invitation public notice will be made available in appropriat­e alternativ­e formats to persons with disabiliti­es, in compliance with the Americans with Disabiliti­es Act of 1990.
