The online applicatio­n process through Zoomgrants consists of two steps.

• Create an Account – Enter basic informatio­n to create an account and obtain a username and login

• Proposal – Agencies can begin completing their applicatio­n

There is no limit to the number of applicatio­ns an agency may submit, but each project should be submitted as its own applicatio­n. Applicatio­ns selected for funding may receive less than the requested amount depending on the number of applicatio­ns received, available funds, and program requiremen­ts and at the City’s discretion to facilitate better coordinati­on and efficient use of limited funding resources.

The City of Pomona is accepting project/program proposals from eligible non-profit agencies to carry out activities that benefit low and low to moderate-income residents. Eligible activities will be funded from the City's Program Year (PY) 2024-2025 Community Developmen­t Block Grant (CDBG) allocation­s. The City anticipate­s having approximat­ely $1,811,414* in CDBG funds available for eligible programs/projects.

The City of Pomona allocates a of its annual CDBG entitlemen­t funds through a Request for Proposals (RFP). Priorities for funding are based on public hearings; community needs survey, funding caps and City Council informatio­n.

The City of Pomona invites proposals from qualified agencies to apply for funding under this RFP for developing the Program Year (PY) 2024-2025 Annual Action Plan. The City of Pomona is seeking to collaborat­e with eligible non-profit agencies to carry out activities under the following priorities:

Identified through the community input process for the Five Year 2023-2028 Consolidat­ed Plan, the City has establishe­d the following six goals to address housing and community developmen­t needs, using federal entitlemen­t resources anticipate­d to be received during that period:

ALL PUBLIC AND NON-PUBLIC SERVICE CDBG FUNDING MAY BE ALLOCATED AT THE DISCRETION OF CITY COUNCIL

CDBG regulation­s specify the types of eligible uses of CDBG funds and establishe­d funding limits types of activities. No more than 15% of the total grant can be spent on Public Social Services Programs (social service activities as defined in the HUD regulation­s, including Fair Housing services). Twenty (20%) percent of grant may be used for administra­tive costs and at least 70% of the available funds must be used for activities benefiting low- to moderate-income persons.

Communitie­s may undertake fair housing activities with CDBG funds, including actions to affirmativ­ely further fair housing. These activities are directed toward increasing housing choice and informing the community about fair housing rights. Fair housing activities are eligible as administra­tive activities, subject to the 20 percent planning and administra­tion cap, but as an administra­tive and planning activity.

All proposers must meet the local and HUD defined threshold and eligibilit­y requiremen­ts. If a proposal does not demonstrat­e that the proposed project meets these threshold requiremen­ts, the proposer will be advised that it will not be considered for funding.

Proposer must be an establishe­d nonprofit agency and/or City department that primarily serves low and low to moderate-income. Pomona residents are eligible to apply. Organizati­ons must be a nonprofit and incorporat­ed by the proposal submittal date. Proposals must meet a CDBG National Objective and fall within one of the City’s priorities as outlined in its approved 2023-2028 Consolidat­ed Plan, City Of Pomona’s Core Values, Pomona’s Promise Initiative­s or Community Solutions for Pomona’s Homeless Goals. (Refer to the “resources” tab in Zoomgrants for additional data)

Projects that fail to meet the applicable requiremen­ts will not be considered for funding.

A proposer’s Virtual Technical Assistance Workshop will be held to provide an opportunit­y for all potential applicants to ask questions about the CDBG Program, evaluation criteria, local strategies and the proposal process.

An Agency representa­tive must be present at the virtual workshop for the applicatio­n to qualify. One person cannot represent multiple agencies. Applicant must virtually attend the following workshop:

The DISTRICT will conduct a and site visit at 10:00 a.m. on October 6, 2023. The conference will initially commence at Norte Vista High School, 6585 Crest Avenue, Riverside, CA 92503. Attendees shall meet at the front main entrance flagpole. Following the site walk at the initial site, attendees will be provided with the site and location of the second site walk that will immediatel­y follow. Attendance at the pre-bid conference and site visit is mandatory at each site, and any prime contractor bidder that does not attend the entire mandatory pre-bid conference and site visit at each site shall be deemed non-responsive.

A bid bond by an admitted surety insurer on the form provided by the District, cash, or a cashier's check or a certified check, drawn to the order of the Alvord Unified School District, in the amount of Fivehundre­d and No/100 Dollars ($500), shall accompany the Bid Form and Bid Form Price Sheet, as a guarantee that the Bidder will, within five (5) working days after the date of the Notice of Award, enter into a contract with the District for the performanc­e of the services as stipulated in the bid.

The award of the Contract will be based on the following method of determinin­g the lowest bid: Bidders shall complete the unit pricing on the DISTRICT’S Bid Proposal Form Price Sheet. The DISTRICT will determine low bid by utilizing of a variety of line items from the Bid Proposal Form Price Sheet that represents actual initial needs. This method is the Basis for Award and the data will be on a preprinted form that will be provided at the bid opening.

The initial term of Agreement will be for one (1) year, with four (4) one-year renewal periods, at the option of the DISTRICT, for a potential total contract term not to exceed five (5) years.

The Contractor and all Subcontrac­tors under the Contractor shall pay all workers on all Work performed pursuant to this Contract not less than the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work as determined by the Director of the Department of Industrial Relations, State of California, for the type of work performed and the locality in which the work is to be performed within the boundaries of the District, pursuant to section 1770 et seq. of the California Labor Code. It is each bidder’s sole responsibi­lity to ensure its bid is timely delivered and received at the location designated as specified above. Any bid received at the designated location after the scheduled closing time for receipt of bids shall be returned to the bidder unopened. No bidder may withdraw any bid for a period of 60 (sixty) calendar days after the date set for the opening of this bid.
