Mayor honors two city employees

“We are truly blessed with a dedicated and talented workforce here at the City of Tulsa,” Bynum said. “It is my pleasure to recognize Marshelle Freeman for her outstandin­g commitment to go above and beyond to meet the needs of citizens and her co-workers. I greatly appreciate her desire and efforts to make a difference at the City, as well as David Taylor’s leadership and commitment to safety in the workplace.”

Marshelle Freeman currently serves in the City’s Working in Neighborho­ods (WIN) Department and has been with the City of Tulsa for nearly 20 years. In February 2020, Freeman accepted the position as Interim Tulsa Animal Welfare (TAW) manager while she continued her duties as a special administra­tive aide III in the WIN Department.

In August 2022 when the City suffered the loss of beloved WIN Director Dwain Midget, Freeman stepped up as a leader and provided selfless comfort to her fellow team members by helping organize and communicat­e informatio­n about Dwain’s funeral service with family, co-workers, and City of Tulsa leadership – both past and present.

David Taylor is a Treatment Plant Shift Lead for the City’s Water and Sewer Department and serves as the Department Chair of the Safety Committee.

Taylor has been instrument­al in improving the committee, and because of his efforts, recordable injuries in the Water and Sewer Department have decreased by 63 percent.

City Star is a City of Tulsa safety awards and recognitio­n program that recognizes employees for their tireless efforts to improve safety culture at the City of Tulsa. Employees are often nominated by their peers and supervisor­s and are recognized with Citystar awards for their efforts.
