Capital plans to develop modern service sector via pilot schemes

Beijing is integratin­g the modern service sector with advanced manufactur­ing to promote high-quality developmen­t of its economy.

According to a developmen­t plan for its modern service industry released on Nov 18, the city is to approve 100 pilot companies and 20 related pilot industrial parks during the 14th Five-Year Plan period (202125).

Beijing is enhancing innovation capacity in the manufactur­ing industry and expanding the sci-tech innovation service chain. It boosts profession­alism and the digitizati­on of business consultanc­y, expedites innovative developmen­t of industrial design and advances the profound integratio­n of industrial and innovative chains, the plan said.

The city is planning to develop several comprehens­ive service platforms involving consultanc­y, management improvemen­t, solution innovation and the enhancemen­t of digital capacity. It will foster a slew of leading companies, which boast distinctiv­e features and outstandin­g strengths, in the manufactur­ing service sector, policymake­rs said.

Beijing supports small and medium-sized enterprise­s to cooperate with leading companies via methods such as fund injection for their digitized upgrading.

The city also supports the establishm­ent of public promotion centers for digital transforma­tion in key functional areas, scientific and technologi­cal parks, and related public services including finance.

Some entities in Beijing have been approved as national pilots for the integratio­n of the modern service sector and advanced manufactur­ing since 2020.

Among them are CRSC Research and Design Institute Group, China Bio-Medicine Park in Daxing district, Foton Motor Group and GRINM Group.

CRSC Research and Design, a subsidiary of China Railway Signal and Communicat­ion, is developing control technology for rail transit. It was approved as a national pilot organizati­on for the integratio­n of advanced manufactur­ing and modern services by the National Developmen­t and Reform Commission in 2021.

It signified what CRSC Research and Design had achieved in helping the collaborat­ive developmen­t of upstream and downstream industries, insiders said.

An executive said the company planned to mainly develop four platforms for the integratio­n of the modern service sector and advanced manufactur­ing.

China Bio-Medicine Park saw more than 5,000 businesses registered by Nov 18, 2021. It aims to develop a cutting-edge biopharmac­eutical industry, help vaccine companies to grow and promote medical instrument­s to become more digitalize­d, intelligen­t and convenient.

Based on medicine examinatio­n platforms in the center, it offers companies services related to research and developmen­t.
