GREEK BANKS REOPEN, BUT LIMITS REMAIN
People wait to enter a branch in Athens on Monday, when banks reopened after three weeks of closure. But strict limits were placed on cash withdrawals, and taxes increased to 23% from 13% on everything from cooking oil to taxi rides.
