Pudong blueprint through 2035 unveiled

Four new subcenters are planned for the Pudong New Area to serve its ambition to become an open, innovative and outstandin­g district.

Shanghai’s planning authority has published a general blueprint for Pudong through 2035. The over 1,400-square-kilometer region is earmarked to become a key downtown area of a modern city with global influence.

By 2035, 85 percent of residents will choose green transport, while the proportion of good air quality days will also reach 85 percent. The density of PM2.5, a major pollutant, will be controlled to beneath 25 micrograms per cubic meter throughout the year, according to the blueprint.

Strict population control will be imposed with a maximum of 5.58 million residents by the end of 2020. There were 5.53 million residents in Pudong by the end of 2017. Most newly relocated people will be guided to live in Nanhui New City, while rural residents will be urged to move to urban areas.

Two central activity districts are planned — the Lujiazui financial hub and the 2010 World Expo site Qiantan, or the New Bund, area.

As a highlight of the master plan, four new subcenters — Jinqiao, Zhangjiang, Chuansha and Nanhui New City — have been planned in addition to the already announced HuamuLongy­ang Road subcenter.

The Huamu subcenter will be an administra­tive, cultural and business hub. Zhangjiang will focus on scientific innovation and public services.

Jinqiao will feature business and offices, culture and recreation, conference­s and exhibition­s, innovation and R&D, as well as ecological tourism.

Chuansha, with the Shanghai Internatio­nal Resort and historical Chuansha Town, will focus on internatio­nal tourism, cultural exhibition­s and ecological recreation.

Nanhui New City subcenter aims to become the service center for the Lingang Special Area of the China (Shanghai) Pilot Free Trade Zone.

A more convenient public transport network will also be establishe­d by 2035. The Shanghai East Railway Station, for instance, has been planned along with an express line to connect the Pudong and Hongqiao airports.

Meanwhile, a second bridge crossing the East China Sea will be built to better connect Pudong with Yangshan Port.

To improve the ecological environmen­t, five major greenery areas have been planned in Sanchagang, Donggou, Biyun, Beicai and Sanlin, along with new greenbelts along the Huangpu River and other waterways.
