Council approves budget resolution
The Malvern City Council approved a clean-up resolution for the 2022 budget Monday night.
The resolution was “providing for the appropriation of funds for the operation of the city of Malvern, Arkansas providing for the for the budget of the year 2022” and it was unanimously approved.
Some of the outlined budget appropriations include $2.3 million for the Police Department, $513,700 for Solid Waste, $2 million for the Street Fund, $1.7 million for Fire/ Code Enforcement, and $216,862 for parks. A resolution “Setting a policy for investment of city funds” was also unanimously approved.
The measure states officials believe it is in the best interest of the city to allow the City Treasurer, in agreement with the Mayor, to determine the investment of CD’S in local banking facilities.
“The City Treasurer’s Office has in the past checked with local banking facilities to determine the best interest rates for reinvesting city funds in certificates of deposit; and deposited said funds accordingly,” the resolution states.
The legislation goes on to state, “That the Malvern City Council wishes to establish a formal policy that will authorize the City Treasurer’s office, with the approval of the Mayor, to request current interest rates for maturing certificates of deposit and determine the length of time, rate, and facility for said CD’S that will be in the best interest of City; and to deposit said funds accordingly.”
The Council also voted Monday evening to accept the lowest bid, submitted by Rogers Construction, Inc., of Hot Springs, for proposed construction of a storage shed for the Street Department. The winning bid was $61,473, with an estimated completion 16 weeks from building order date plus an additional 60 days estimated to complete the project, in full.
Two exemptions were made to allow water connections to be established at addresses on Military Road that lie outside city limits but whose owners wish to receive water and/ or sewer service through the city systems.
Two amending ordinances were approved, one amending Ordinance No. 1135 of the city’s Energy Code to adopt Arkansas Energy Code 16.64010 as required by the Arkansas Energy Office, and another measure to amending the city’s Property Maintenance Code, Ordinance No. 2018-04 to adopt Property Maintenance Code 16.68010 to the latest edition of the International Property Maintenance Code.
The final two items on the agenda pertained to alcohol sales within the geographical limits of Hot Spring County.
One ordinance establishes the requirements to maintain a permit, the regulations surrounding the sale and/or manufacture of alcoholic beverages, and sets penalties for enforcement of all regulations. It includes the adoption of the Controlled Beverage Regulations, which include the levy of fees and a supplemental tax.
The ordinance outlines the regulations at length, to include general provisions and the penalties that will be assigned for operating without a permit or failing to pay the supplemental tax, as well as relevant definitions and types of permits. The other measure was a resolution establishing a special account to be titled “City of Malvern Alcohol Permit and Fees” at Southern Bancorp and stipulating that the account “will be used to receive the monies designated for the sale of Alcohol Permits and monthly Supplements Alcohol Tax and will disburse the money as approved by the council.” More details and the full legislations are available online or at the City Clerk/treasurer’s Office.
