Proposed system for rooftop solar not right fit

I’m looking at the California Public Utilities Commision’s proposal to impose a monthly fee (aka tax) on the ownership of solar panels (“California proposes reducing incentives for rooftop solar,” Dec. 14).

This seems to be developed as a way to make the cost of maintainin­g the electric distributi­on system more equitable. The concept is that, by producing their own power, homeowners are not paying their fair share of the electric distributi­on system costs.

How does a new pay distributi­on system look? The old system pays based upon electricit­y usage. Clearly that is not giving the utilities enough money. Should electricit­y distributi­on be a state-funded infrastruc­ture service paid for out of the general fund? Or should we continue on this path and charge consumers for conservati­on efforts as well?

A monthly fee to a public utility for each energy efficient window and door comes to mind. Since some newer electric vehicles have power outlets that can power a home, should care owners also pay a monthly as well?

The system may not be perfect. But this new tax/fee doesn’t seem the right fix.
