Consider closing prison, building a desal facility

The West is running out of water. Reservoirs across this part of the country are drying up. Marin got lucky and some storms filled our reservoirs this winter, meaning that we are OK for now. What about next year?

A proposed pipeline across the Richmond-San Rafael Bridge assumes there will be water to buy. What if there was no water for sale? A desalinati­on plant the size of the one in San Diego County seems like it would furnish enough water for Marin’s needs and for some communitie­s beyond. I think the state should consider closing San Quentin Prison and building one there.

It seems to me that the issues of water supply are beyond our local resources and would require a multi-faceted state force, but time is running out and San Quentin is the obvious location.
