LOCAL A3 Monday, February 11, 2019 APPEAL-DEMOCRAT More than 300 homeless individuals living in the area The Point-in-time count from January 2017 identified 331 homeless individuals living in the area. The median age was 47 years old; 55 percent were female; and 85 percent were Caucasian; 60 percent provided a known time of homelessness, the mean ranging from 4-7 years and the longest being 50. Adults were asked a series of other questions, including if they had a disabling condition (9 percent), had minor children living with them (8 percent), reported domestic violence, (7 percent), reported severe mental illness (7 percent) or reported substance abuse problems (6 percent). The two highest reported reasons for becoming homeless were unemployment (71 percent) followed by the inability to pay rent or mortgage (42 percent). “The homeless situation has a tremendous impact on this community, whether it’s city or county,” said Chuck Smith, Sutter County public information officer. “We are trying to find ways to help.” of Supervisors approved the 1965 Live Oak Blvd., Yuba City, location for a temporary homeless shelter. The staff report from the above meeting stated on May 8, 2018, during the Board of Supervisors meeting the Sutter County Citizens Committee on Homelessness discussed two locations; the Sutter-yuba Behavioral Health property and Glad Tidings Church, before revisiting the situation at the July 23, 2018, board meeting where the committee recommended the board pursue the Sutter-yuba Behavioral Health facility. Staff met with Public Works/support Services Committee on Aug. 23, 2018, to discuss a proposed budget to begin due diligence work and improvements at the Live Oak Blvd. property. The staff report stated the planned Regional Housing Authority 42-unit affordable housing development project for low-income residents with needs for permanent supportive services located at 448 Garden Highway, Yuba City, is moving along. Fiscal resources are hoped to be in place by September with construction beginning shortly after that. The temporary homeless shelter Sutter County is building will be located at 1965 Live Oak Blvd., Yuba City, sharing a space with Sutter-yuba Behavioral Health.
