report. “In waiving fees for both events, staff recognized that both events did not satisfy the eligibility requirements to receive a fee waiver as set forth in the 2013 policy.”
Following a public workshop in April, City Council directed staff to come up with a revised policy, one that outlined their desire to waive fees for 11 legacy special events. Legacy events that would see their fees waived under the new policy include the Bok Kai Festival, Youth Fishing Derby, Historic Faire, Old Fashioned Picnic, Veterans Stand Down, Marysville Stampede, Veterans Day Parade, Music In The Park, and Scarysville, as well as city-sponsored events including the Peach Festival and Christmas Parade.
The legacy events were chosen due to their regional draw of attendees to the city.
A cost analysis – costs for administrative, staffing, banners, infrastructure, etc. – showed that the nine legacy events not sponsored by the city cost $52,763 a year (not including refundable costs for cleanup). That number jumped to $95,891 when including the Peach Festival and Christmas Parade to the total.
The policy being considered will also establish a funding pool – staff recommend up to $10,000 annually – for non-legacy event organizers to apply for fee waivers. The funding pool would be used on a case-by-case and first-come, first-served basis.
Candice Fresquez, director of the Bok Kai Parade, said event organizers were unaware but happy to hear that the city was moving forward with a new special event and fee waiver policy.
“I feel really grateful for that, not just for the parade, but for other events like the Fishing Derby and others that are put on by nonprofits that wouldn’t be able to do it if the
