Commission Tables Jail Bids

July 27

The Commission received and opened three bids for the expansion and remodel of the existing jail facility.

The Commission signed and approved accounts payable checks in the amount of $324,669.59.

July 29

In accordance with RsMo 610.020.04, the Commission conducted an Emergency Meeting with one of the bidders – Lyle Prior, of Municipal Developmen­t and Funding. After careful considerat­ion, Commission­ers chose not to do business with Mr. Prior’s company.

Aug. 1

The Commission discussed bid proposals for the jail project. Commission­er John Bunch made a motion to accept the bid from Morton Buildings Inc. without Municipal Developmen­t and Funding being involved in the contract. Vote was unanimous.

Ken Mata, Morton Buildings Manager, met with the Commission and agreed to continue as decided.

The jail project will begin Aug. 8.

Aug. 8

Ken Stephens, of EBD Insurance – current medical insurance provider for McDonald County – met with the Commission to discuss the upcoming medical insurance enrollment. EBD offered the county a 15-month set rate at 7.5 percent above last enrollment.

Commission­er David Holloway made a motion to increase the amount the county pays per employee on insurance to $295 per month, to offset most of the rate increase for employees. Vote was unanimous.

Aug. 10

Connie Brown requested the Commission pass a health ordinance prohibitin­g chicken farms within three miles of any city limit in McDonald County. Commission­ers agreed to read the provided informatio­n.

The Commission signed and approved accounts payable checks in the amount of $72,510.12.

Aug. 17

Barbara Ittner met with the Commission to discuss the condition of Ittner Road, between Ginger Blue and Lanagan.

The Commission opened bids for a loan not to exceed $750,000 and not to exceed 10 years for renovation and expansion of the existing jail facility. Bids were received from Arvest Bank, Anderson and First Community Bank, Goodman. Commission­er Holloway made a motion to table the bids for further discussion. Vote was unanimous.

John Sellers, Mayor of Anderson, met with the Commission regarding Anderson city limits and Cook Hill Road.

The Commission reviewed Duffield Road, west of Stella, and Anglin Lane, between Powell and Longview.

The Commission signed and approved accounts payable checks in the amount of $50,632.49.

Aug. 22

Michael Malone, of NRCS, met with the Commission regarding three upcoming projects. Site showings and bid opening dates were discussed. The projects will focus on stream bank stabilizat­ion at three locations: Big Sugar Creek at West Mountain Road, Big Sugar Creek at Buzzard’s Glory Road, and Buffalo Creek at May Road.

The Commission discussed financing for the jail project. Commission­ers agreed it has become necessary to amend the 2016 budget. Commission­er Holloway made a motion to start the budget amendment process. Vote was unanimous.

Commission­er Bunch made a motion to keep the tax levy rate at 0.00 per $100 of assessed valuation. Vote was unanimous.

Juanette Barnhardt voiced her concern over the condition of Rockwood Road, east of Jane.

Dennis Schell voiced his concern over the condition of Ittner Road, between Ginger Blue and Lanagan.

The Commission agreed to review both roadways.
