As of Fri­day af­ter­noon, law en­force­ment of­fi­cials had iden­ti­fied 13 peo­ple who were the in­tended re­cip­i­ents of the ex­plo­sive de­vices, which were pack­aged in vir­tu­ally iden­ti­cal in plain manila en­velopes.

All of the en­velopes had re­turn ad­dress la­bels bear­ing the mis­spelled name of U.S. Rep. Deb­bie Wasser­man Schultz, a Demo­crat whose dis­trict is in south­ern Florida. One of the pack­ages was on its re­turn trip to her when author­i­ties dis­cov­ered it.
