8 PM $ The Neighborho­od With sitcom veteran Meg DeLoatch taking over as showrunner behind the scenes and fresh talent in the writers room, this hit sitcom opens Season 4 with “Welcome to the Family,” which finds Dave (Max Greenfield) researchin­g his family tree and discoverin­g that he and Calvin (Cedric the Entertaine­r) are more than just neighbors. Meanwhile, Tina (Tichina Arnold) inadverten­tly stumbles onto a promising business idea as she tries to help expectant mom Gemma (Beth Behrs) deal with her morning sickness.

8 PM * Dancing With the Stars The dance competitio­n series opens its milestone 30th season with Olympic gold-medal gymnast Suni Lee and pop star JoJo Siwa among the 15 contestant­s competing for the coveted mirror ball trophy. Other celebrity hoofers include actors Brian Austin Green, Melora Hardin and Martin Kove, reality TV stars Matt James (“The Bachelor”) and Kenya James (“The Real Housewives of Atlanta”), Spice Girl Melanie C, and country singer Jimmie Allen. Len Goodman, Derek Hough, Carrie Ann Inaba and Bruno Tonioli all return as judges, and Tyra Banks likewise is back as host.

9 PM $ NCIS Season 19 opens with “Blood in the Water,” which finds the NCIS team desperatel­y trying to learn Gibbs’ (Mark Harmon) fate after they discover wreckage from the boat explosion at the climax of Season 18. Their investigat­ion reveals that he had been tracking a serial killer with assistance from journalist Marcie Warren (Pam Dawber, returning in a guest role), who had written an exposé on him. Sean Murray, Wilmer Valderrama, Brian Dietzen and Diona Reasonover also star; David McCallum appears in his recurring role.

9 PM _ The Big Leap Scott Foley (“Scandal”), Teri Polo (the “Meet the Parents” films) and Piper Perabo (“Covert Affairs”) are among the stars of this new dramedy about a group of down-on-their-luck characters who are hoping to change their fortunes as part of a reality dance show that features a modern re-imagining of “Swan Lake.” (Pretty sure this is what they call “high concept”). The cast also includes newcomer Simone Recasner, Ser’Darius Blain (“Charmed”), Jon Rudnitsky (“Catch-22”), Mallory Jansen (“Galavant”) and Kevin Daniels (“Modern Family”).

10 PM $ NCIS: Hawai’i One of the most phenomenal­ly successful TV franchises ever, “NCIS” expands its reach to the seductive shores of the Aloha State with this new procedural, which stars Vanessa Lachey as Jane

Tennant, the first female Special Agent in Charge of NCIS Pearl Harbor. In a male-dominated system that has pushed back on Jane at every turn in her profession­al journey, she has thrived and risen through the ranks thanks to confidence and canny strategy. Yasmine Al-Bustami, Jason Antoon and Noah Mills also star.

10 PM ( TNT) Titans Season 1 climaxes with the finale “Dick Grayson,” which opens five years in the future, where Dick (Brenton Thwaites) is living happily with Dawn (Minka Kelly) and awaiting the birth of their second child. An unexpected visitor persuades Dick to return to Gotham City, where the city’s most famous resident vigilante is rumored to have suffered a breakdown. After a ghastly bloodbath ensues, the action shifts back to the present, as Rachel (Teagan Croft) discovers what is causing these visions of an apocalypti­c future.

10:01 PM * Time100 For the second year in a row, ABC teams with Time magazine for a one-hour special that takes viewers behind the scenes of the process that goes into selecting Time’s highly anticipate­d list of people of note. The program provides an inside look at the pioneers, artists, leaders, icons, titans and innovators judged to deserve a spot on the coveted annual roster, with exclusive interviews, in-depth profiles, honorary tributes, marquee musical performanc­es, and surprise appearance­s from previous honorees.
