Milwaukee County moves to build housing for residents with autism

Milwaukee County could steer $2.5 million of federal money toward an affordable housing developmen­t in the City of Franklin for residents with disabiliti­es.

The money would go to support a $37 million multi-unit developmen­t led by nonprofit Communitie­s of Crocus, which aims to provide housing for adults with autism and similar intellectu­al and developmen­tal disabiliti­es as well as medical conditions. The plan proposed outlined 50 units that would allow for 24/7 care for residents.

The first phase of constructi­on would start in June with 12 housing units. Rents will range between $1,000 and $1,250 per month.

“The support from Milwaukee County sends such an incredible message ... that we’re not just building a community; we’re constructi­ng bridges to independen­ce, dignity, and belonging for these often marginaliz­ed yet incredibly unique adults,” said Amy Hansel, co-founder of Communitie­s of Crocus.

This is the latest instance of Milwaukee County government investing in housing options, with the County Board allocating $15 million of American Rescue Plan Act funds toward affordable housing.

“Housing is a matter of public health, and housing security is a critical social determinan­t of health,” County Executive David Crowley said. “Access to affordable housing remains a challenge in Milwaukee County and I am proud we are working with partners to expand access to safe, quality, and affordable housing in our community.”

A report from the Director Shakita LaGrant McClain of Department of Health and Human Services requested that previously approved ARPA dollars be reallocate­d for the affordable housing project in Franklin. The money had originally been authorized in January 2023 for the developmen­t of units for individual­s with disabiliti­es in Milwaukee’s Cornerston­e Village.

County Board Supervisor Steve Taylor, whose district includes Franklin, wrote in a statement: “Bringing this developmen­t to Franklin is overdue and continues to show the County Board’s historic investment in our community.”

The county’s committee on community, environmen­t and economic developmen­t on May 13 will vote on the proposal.
